It is about the promotion of collaborative and co-creation environments in the face of any type of challenge from a specific organization or community, to favor the aggregation of collective capacities, both outside said organization or community (involving citizens, companies, associations, academia, etc.) and internally (involving the workers themselves, members of the community, other teams unrelated to the challenge, or other collaborators, such as suppliers, industry experts, etc.), thereby creating an organizational culture that favors the creation of communities (learning, practices, innovation...)
To this we must add various structures and concepts that promote the concept of open government, such as open data, accountability, public innovation as a transversal axis, etc.
